This is what you do NOT want to happen if you litigate. Learn from these mistakes and don't follow this strategy. Mr. Gifford spent years in court and untold dollars in legal fees and ended up with no permit and no punitive damages. Never settle for just a permit; that does not punish the entity. Always start with the right legal strategy. We will add comentary to help you find the most important sections quickly.
In 1977, Attorney General Evelle Younger issued an Informal Letter discussing the responsibilities of issuing authorities for CCWs. It's filed as Opinion No. Cr. 77/30 I.L. It was in response to a request from State Senator Robert G. Beverly, the last Republican to win California's 27th Senate district (Los Angeles area). It would be interesting to know the circumstances that motivated Mr. Beverly to request the Informal Letter; one might imagine that Los Angeles' CCW system was as abusive and corrupt then as it is now. This letter makes many references to the Salute v. Pitchess case. It also has many references to other CCW lawsuits in other states. It's a good starting point for research into some of the older CCW cases. People have been suing for CCWs for a long time.
